Today media can shape the public opinion in every society therefore determining the long term policies for conducting media in macro level is so necessary. This article examines the policy making process in Islamic Republic of Iran Broadcasting ( IRIB) as well as it tries to study effective factors in this process by reviewing the literature and interviewing with expertise and finally by presenting a model. The research method in this paper is the ground theory, moreover 12 in-depth interviews with media expertise and with chief executive officers in the organizations has been conducted for collecting data. The method of sampling is snowball sampling. The results have been encoded then they have been formed in a conceptual model .This model have indicated the factors that may affect the media policy making in IRIB.
