The main purpose in this article is the communicational analysis of media and development as well as the media as a factor or indicator of development. The communication policy play an important role in development planning: during the modernism according to the dominant paradigm of development, media became more important. Hence the communication strategies changed based on the results of communication policies as well as the Strengths and weaknesses of them.
This study indicate that during
